Check out www.topauktioner.dk

It lists public police auctions. There are two kinds:
- selling bikes
- selling other goods (including laptops, cameras etc)

The bike auction works like this
- you wake up impossibly early on a Saturday (see the site for the exact dates)
- at the auction, you have 30 mins to check the bikes, before it starts. If you know someone who knows about bikes, take the person with you, it will help a lot.
- you bid for the bike (raise your hand to raise the bid; don't need to know Danish, but you need to know the numbers). To the price that you bid, add 24% tax, to obtain the total price.

The shiny new bikes are bidded a lot, even if they're not quality bikes (cheap supermarket type, with new paint on them to look good; they are heavy and usually have only 3 speeds).

Your target are the used good-quality bikes, for three reasons:
- they're cheaper
- the risk of having them stolen is smaller
- they will work better in the long run (a supermarket bike rusts and breaks down after 1-2 years, a quality bike can last easily 5 years and more)

I've got my Raleigh bike for 550 Kr and it works perfectly. New, it would have costed me 5000 Kr.

Hope this helps. Good luck.
