FOA is a tradeunion and an unemployment insurance fund for people working in public services in the local authorities (kommune or region).

FOA members work in social, health or dietary sector, in education or technical services, like:
- children care
- patients care in hospitals and nursing homes
- caring for elderly and disabled people
- maintenance and food preparation in hospitals, schools, military barracks
- maintaining buildings
- driving buses
- firefighting

FOA has over 200.000 members distributed as follows:
- Social and health about 115,000
- Education sector 54,000
- Dietary services 16,000
- Technical services 11,000

FOA offers the usual service a trade union and an unemployment fund is about. Advice regarding terms of employment, problems at work, problems with stress, courses for professional development and respectively an insurance for the time of unemployment.

There are 43 branches across Denmark.

Fees:
-trade union: 328 DKK/month
-unemployment insurance fund: 397 DKK/month.
